 		 			This paper explains the new landscape for data access, including the sources and data intermediaries that are now operational. He also provides examples and ideas about how organizations at the local and city level can use this data to plan and implement comprehensive community development programs, prepare local quality-of-life plans and continuously evaluate program performance.
