This project is a multiyear initiative to develop indicators of the changing social, physical, and economic conditions of neighborhoods in America's cities and to apply them in support of comprehensive community building. This report contains the findings, conclusions, and recommendations of the first year of work—the planning period—of the project. Activities described in the report include site visits to seven cities to conduct interviews and examine documentation, analysis of data comparability across sites, literature reviews in the field of social indicators and applicability, planning meetings, and two design meetings.
