Since 2010, the City of Cleveland's Department of Building and Housing has operated a unique partnership with Community Development Corporations (CDCs) where CDCs inspect all properties in the City of Cleveland on a four-year rolling basis and work with homeowners to seek voluntary compliance on minor housing code issues. Data, technology, and technical assistance, provided through the Poverty Center's Neighborhood Stabilization Team Web Application, are an integral part of this program. This presentation describes the partnership model and their role in the partnership.
