This presentation was given at the session titled Emerging Issues in Assessing Place-based Redevelopment Initiatives at the National Revitalization Conference in Washington, D.C. It discusses the role of resident mobility and household change as an impediment to program effectiveness —or a force for positive change in the lives of residents and in the target community - will be explained. Understanding the dynamism of a neighborhood will help in defining realistic goals for improving its performance over time.
