Buffalo: Turning the Corner Policy Brief

Report by Robert B. Shibley, editor
June 1, 2019

Contentious issues are always present when discussing affordable housing, displacement, and in-equitable patterns of neighborhood development. This policy brief complements the Buffalo Turning the Corner project report, and represents an effort to find a consensus among the Office of Strategic Planning staff in the City of Buffalo and research team on select conclusions drawn from the report.  This policy brief discusses the aspects of the report that enjoy broad support among the city staff and university researchers. It frames what they can agree should influence policy on the subject including on commentary offered from anonymous external reviewers with expertise in affordable housing, urban regeneration strategies, and municipal finance integrated into the narrative and offered for consideration by the project teams in iterative drafts of the policy brief.
