The Knight Foundation Community News Challenge posed the question: "How might we improve the way citizens and governments interact?"
Two NNIP partners responded to the call for ideas. The Pittsburgh Neighborhood and Community Information System proposed a tool on the Open Government Information Audit Framework and the Urban Strategies Council envisioned Opening Government: A Collaboration Handbook .
