GIS / Data Manager POSITION DESCRIPTION About the Baltimore Neighborhood Indicators Alliance The Baltimore Neighborhood Indicators Alliance is an Alliance of organizations committed to promoting, supporting, and making better decisions using accurate, reliable, and accessible data and information for improving the quality of life in Baltimore City neighborhoods This unique Alliance builds on and coordinates the related work of citywide nonprofit organizations, city and state government, neighborhoods, foundations, businesses and universities to support and strengthen the principle and practice of well-informed decision making for change toward strong neighborhoods and a thriving city. While each affiliated organization continues in their own way to promote this principle, their work is coordinated and mobilized through involvement with the Alliance to move this principle forward in a more comprehensive and powerful way focusing on supporting neighborhood improvement, and serving the neighborhoods of Baltimore City. Together they have created a comprehensive neighborhood information system containing: (1) a "One Stop Shop" for access to neighborhood data from a variety of sources presented in a user-friendly way (now available on the Alliance website and in the Alliance main office), (2) training and assistance on understanding and using data to enhance neighborhood improvement strategies, and (3) indicators or the Vital Signs measuring progress toward desired outcomes for strong Baltimore City neighborhoods over time. The GIS / Data Manager plays an extremely important role in building and maintaining this comprehensive neighborhood resource for Baltimore neighborhoods. Principle Duties and Responsibilities: * Continue development and maintenance of the "One Stop Shop" for Baltimore neighborhood data by working with the numerous Alliance Partners to submit and integrate data for display in a user-friendly, accessible format using Geographic Information Systems (GIS) technology as the main tool to process and display the information. * Continue development and maintenance of the interactive mapping tool on the Alliance website (Soon to be solely Arc IMS based), the non-interactive maps downloadable from the website, and databases only available through the Alliance office. * Process, geo-code, and "clean" data as needed in order to make them easily available and understandable. * Fulfill data requests from neighborhood residents, leaders, and organizations that support neighborhood improvement efforts. * Work with neighbors to create GIS maps with specific data items relative to their neighborhoods. * Ensure data is properly geo-coded, reliable and valid, and complies with federal and state standards. * Work with data provider partners to supply data for the Vital Signs Project and the Vital Signs for Baltimore Neighborhoods Reports; supply analysis and maps as needed for these projects; integrate the Vital Signs into the "One Stop Shop" * Work with and supervise interns and volunteers as necessary Qualifications Needed: Must have extensive experience and skills using GIS mapping applications including ArcGIS, Arc Suite, and Arc IMS. · Must have skills in database management, spatial and statistical analysis. · Must have advanced degree in social research, geography, landscape architecture, planning, or a related field, and at least one year work experience in GIS related field. · Web design and programming using HTML necessary · Ability to take initiative, attention to detail and careful, clear, high-quality work required. · Knowledge of Java Script, XML, SQL are helpful · Experience working with neighborhoods desired. · Excellent writing and interpersonal skills, reliable and well-organized, self-directed, able to work as a member of a diverse team preferred Submit cover letter, resume, and references to: Baltimore Neighborhood Indicators Alliance
