What is the state of New Orleans 10 years after Hurricane Katrina and the failure of the federal levees caused the deaths of more than 1,000 people, displaced more than a million residents and resulted in $151 billion in damage?

To answer that question, the Data Center released a report Friday (July 31) entitled, "The New Orleans Index at 10," in which it graded the region's ongoing rebuilding efforts in four main categories -- economic growth, the inclusion of low-income populations in the recovery, quality of life and sustainability.
