The Affordable Housing Market and Why it Matters

Several national publications have cited Indianapolis as one of the most affordable housing markets in the nation. This report looks more deeply into the issue of affordable housing in Central Indiana.  It defines affordable housing and subsidized housing and explores the drivers and interrelatedness of each. It also looks at general policy challenges in creating adequate affordable housing and the reason why it is a relevant policy goal, especially for low-income families. Finally, it provides a brief examination of policy options for local governments and civic leaders who have an interest in local and regional housing policy.
